
The Department of Personnel & Training (DoPT), under the Ministry of Personnel, Public Grievances & Pensions, is actively engaged in Special Campaign 5.0, a nationwide initiative to promote cleanliness and enhance workplace efficiency.
Running from October 2 to October 31, the campaign aligns with the vision of Prime Minister Narendra Modi to institutionalize Swachhata and streamline decision-making by addressing pending office matters.
The campaign has seen enthusiastic participation from DoPT officers and staff across its attached and subordinate offices nationwide. Over 585 cleanliness sites have been covered so far, with significant efforts to improve the work environment and foster better teamwork.
The recent relocation of DoPT from North Block to Kartavya Bhawan 3 in Delhi has provided a modern office complex, enabling improved interactions and cohesive collaboration among employees.
In terms of records management, the department has reviewed more than 52,112 physical files and 2,474 e-files since the campaign began, with 20,391 files weeded out and completed e-files closed.
Additionally, 16 cleanliness drives have been conducted across DoPT and its affiliated offices, generating Rs 2,80,890 through the disposal of waste and scrap. These efforts have freed up approximately 8,228 square feet of space.
The campaign has also prioritized the disposal of pending matters, resolving 350 public grievances, 105 public grievance appeals, 15 MP references, one inter-ministry reference (Cabinet proposal), and seven PMO references.
To mark Swachh Bharat Diwas on October 2, 2025, DoPT Secretary led a cleanliness drive at Grih Kalyan Kendra, Lodhi Road, New Delhi, alongside officers and staff from DoPT, Grih Kalyan Kendra, and the Central Civil Services Cultural & Sports Board.
A plantation drive, themed “Ek Ped Ma ke Naam,” was also organized, with safaimitras and school children recognized for their contributions through gifts and accolades.
Further, DoPT conducted two workshops on cyber security on September 17 and 23, 2025, during the campaign’s preparatory phase to promote cyber hygiene among employees.
Awareness events such as slogan writing competitions, Swachhata quizzes, and essay writing contests saw wide participation, fostering a culture of cleanliness and efficiency.
The campaign has gained significant traction on social media platforms like X and Facebook, with the hashtag #SpecialCampaign5.0 amplifying its reach.
