Norway aims to provide 2 billion Norwegian kroner to a NATO-coordinated aid package for Ukraine, the Norwegian government said in a press release.

Norwegian Prime Minister Jonas Gahr Store said the Nordic country is joining a group of European countries to fund a package that will secure defence equipment for Ukraine.

Several European countries are coordinating contributions under the new US-led initiative and Prioritised Ukraine Requirements List (PURL), a program through which NATO allies fund military assistance for Ukraine drawn directly from the US weapon stockpiles.

Norway has previously contributed 1.5 billion Norwegian kroner to an earlier PURL package. The PURL initiative was officially launched on July 14 by US President Donald Trump and NATO Secretary General Mark Rutt.

Norwegian Prime Minister Jonas Gahr Støre emphasized that Ukraine needs ongoing military and civilian support in its fight against Russian aggression. That is why Norway and several other European countries are now joining forces to fund a large aid package for Kyiv.

“We aim to provide NOK 2 billion for the package, which is being coordinated by NATO,” he said.

At the same time, Norway has also provided 1.5 billion Norwegian kroner to fund another support package for Ukraine under the PURL initiative.

“It is vital that European countries stand together and continue to provide support so that together we can finance the delivery of military equipment needed by Ukraine, such as drones, artillery and advanced air defence systems,” said Norwegian Defense Minister Tore Sandvik.

According to the minister, Norway has funded two packages and will insist that other NATO countries also contribute. This will help Ukraine effectively defend itself against Russian aggression and ensure security in Europe.

Since February 2022, Norway has provided Ukraine with over 100 billion kroner (nearly $9.9 billion) in support. In the spring of 2025, the country’s parliament approved an additional 50 billion kroner for Ukraine, bringing this year’s total military support for Kyiv to 72.5 billion kroner.

PURL (Prioritized Ukraine Requirements List) is a US and NATO initiative that allows Ukraine to be supplied with critically needed weapons through targeted funding of US-made deliveries.

The Ukrainian Ministry of Defense has noted that this program is one of the key mechanisms for providing Ukraine with American weapons and defense equipment. According to NATO Secretary General Mark Rutte, more than half of NATO countries have already joined the program.
